During the school day
The device stays off, in the locker, and out of sight. Not worn, carried, or kept in a pocket or backpack.
After the last bell
Pick it up at dismissal and use it where school rules allow.

Students may not use cell phones or other personal electronic devices during the instructional day. Devices brought to school must be powered off and stored in the student's locker from the opening bell through dismissal, unless a specific exception applies.
When are devices prohibited?
Devices may not be used during:
- classroom instruction
- advisory
- passing periods
- library
- lunch
- hallways
- restroom breaks
- school offices
- study halls
- any other portion of the instructional day unless specifically authorized by a staff member
What does "use" mean?
Use includes holding, viewing, texting, photographing, recording, listening to audio, gaming, accessing social media, browsing the internet, or wearing earbuds or headphones connected to a personal device.
What devices are included?
Smartphones, cell phones, smartwatches, personal tablets, gaming devices, earbuds or headphones, smart glasses, and similar connected devices.
Are there exceptions?
Exceptions may be granted for:
- documented medical needs
- accommodations specifically documented in a student's Individualized Education Program (IEP)
- accommodations specifically documented in a student's Section 504 Plan
- emergency situations
- teacher-directed instructional activities
- administrative approval
Families should contact the principal, school nurse, Special Education Teacher, or Section 504 coordinator before school begins when an accommodation is needed.
How do I reach my child?
Call the school's main office. Staff will deliver urgent messages. Students may use an approved school phone when they need to contact home. BCPS has phones in all classrooms.
What happens in an emergency?
Students must follow staff directions and the district Emergency Operations Plan. The EOP determines when and how student devices may be used.
What if my child is anxious without a phone?
Please contact the school counselor or principal. BCPS will help the student develop a support plan and healthy coping strategies while maintaining the policy.
Who is responsible if a device is lost or damaged?
Policy 5209 states that students are personally and solely responsible for device security. BCPS is not responsible for theft, loss, or damage, including during after-school programs.
What happens if a device is collected?
The device is labeled, transferred to a secure office location, documented, and returned according to the Student Code of Conduct and building procedure. A parent meeting may be required.
